This testimony is in support of Massachusetts legislation to create a state-funded summer cooling program, to help low-income utility consumers pay their home energy and home cooling bills during extreme heat and hot summer months.
This 2025 Massachusetts legislation aims to make energy bills more affordable for consumers. NCLC testifed in support of consumer protections during extreme heat, and protections in the competitive energy supply market. NCLC also explained our concerns with sections on submetering of electricity, and energy bill surcharges to finance energy efficiency and electrification purchases.
