Testimony in support of Maryland SB1 (Augustine) Electricity and Gas—Retail Supply—Regulation and Consumer Protection. SB1 caps retail energy supply rates at the regulated standard offer service (SOS) rate, prohibits the unfair and deceptive practices that trick consumers into signing up for overpriced electricity or gas and make it hard to cancel. SB1 includes additional tools to regulate the retail supplier’s sales force, requires data reporting and provides protections from overpriced and deceptive “green” energy offerings.
