That clause allowing nonprofits, including tenant unions, to sue offers a potential workaround to the arbitration clauses that consumers often unknowingly agree to when they sign up for services.

“I’ve never heard of another municipality doing anything like this, to this extent,” said Diane Thompson, deputy director of the National Consumer Law Center.
