Federal taxpayer dollars should benefit everyone, not favor some groups more than others. Each year, the U.S. Department of Housing and Urban Development (HUD) gives out thousands of grants and subsidies totaling billions of dollars to state and local governments, nonprofits, and other organizations in your community. For decades, HUD’s disparate impact rules have prevented organizations that receive those funds from having unjustified policies or practices that disproportionately exclude people on the basis of race, color, or national origin.

Now, HUD is proposing to remove those protections. While this action will hurt everyone, it will particularly harm Black people and other people of color, who continue to face discrimination.

For more than 50 years, disparate impact rules have helped HUD address policies that appear neutral but unfairly harm communities of color and there is no legitimate reason for the policy. Despite that record, HUD has not shown that eliminating this provision is required by law or supported by evidence.
