Pursuant to the Public Notice issued by the Consumer and Governmental Affairs Bureau, the National Consumer Law Center (NCLC) files these comments on behalf of its low-income clients and Consumer Federation of America, Consumer Reports, EPIC and the National Association of Consumer Advocates in response to the Commission’s proposal to adopt rules setting forth the specifics of certain exemptions from the restrictions on unwanted calls set forth by the Telephone Consumer Protection Act (TCPA).
