These are comments prepared by NCLC and signed on to by Media Justice, Public Knowledge and United Church of Christ Media Justice Ministry in the FCC’s proceeding to modernize their slamming and cramming rules. The comments provide recommendations on how the Commission can strengthen their rules to protect consumers in the modern communications marketplace. The recommendations include making the rules more broadly applicable to the array of communications services in the marketplace, protect consumers who prefer paper billing and calls to customer service lines, preserving the role of the Consumer & Governmental Affairs Bureau in the resolution of complaints and using the FTC’s definitions for terms like “clear and conspicuous” to provide more consistency and certainty in how the industry is expected to provide notice.
