We urge the Commission to adopt a set of best practices for legal callers that—if widely used—will likely eliminate many of the illegal calls plaguing subscribers’ telephone lines. These best practices would leverage the market power of the legal callers to change the calculus of voice service providers who are currently complicit—either knowingly or with deliberate blindness—about their transmission of illegal calls.
