These comments, submitted on behalf of NCLC and other organizations across the country that provide legal assistance to low-income student loan borrowers, address the Department of Education’s proposed regulations aimed at ensuring that schools participating in the federal student loan program provide value to students and taxpayers. These comments focus on three aspects of the proposed rules: financial aid eligibility based on a student’s ability to benefit, institutional administrative capability, and program participation agreements.
