On behalf of our low-income clients and organizations across the country that provide free legal assistance to low-income student loan borrowers, the undersigned 38 legal services organization submitted these comments to address the U.S. Department of Education’s notice of intent to establish negotiated rulemaking committees to prepare proposed regulations for programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA). Our comments are informed by our work as legal aid practitioners. We strive to meet the legal needs of individuals and families with limited economic means, who otherwise would be without professional legal assistance.
