The following comments were submitted in response to the Federal Trade Commission’s proposed settlements with General Motors, Jim Koons Management, and Lithia Motors. The proposed settlements attempt to address the practice of selling cars as “certified,” or with the use of similar terms, in which cars are advertised as thoroughly inspected and safe cars, despite the cars’ having unrepaired safety
recalls.
