September 27, 2022 — Letter

On behalf of the low-income clients and communities we represent, the undersigned organizations urge the Bureau to take swift action against the loan holders, debt collectors, and mortgage servicers that are violating the Fair Debt Collection Practices Act (FDCPA), the Real Estate Settlement Procedures Act
(RESPA) and the Truth in Lending Act (TILA) in their handling of “zombie” second mortgages.

Through their abuses, these companies are stripping equity and wealth from low-income
communities, communities of color, and older homeowners that disproportionately have these
loans.
