Originally appearing in the Philadelphia Inquirer on March 5, 2024, Samantha Melamed interviews NCLC’s co-director of advocacy Sarah Bolling Mancini about how the history of Act 135 settlements may indicate a greater need for court oversight.

About half of Act 135 cases in Philadelphia have been resolved by settlement, court records show.

“Even when there is a settlement entered into by the parties,” she said, “the courts do have a role in making sure it was knowing and voluntary, and making sure all of the parties were brought to the table in a meaningful way.”
