Erin Duncan, program attorney at Prairie State Legal Services in Illinois, accepted the 2026 Rising Star Award.

Erin was recognized for her strategic and successful litigation on behalf of mobile home park residents subjected to sharp rent increases, illegal fines, and junk fees. The settlement she negotiated provided relief for more than 1,300 households in five mobile home parks, ensuring they could stay in their homes and avoid predatory fees and rent hikes. 

“Erin stood up for mobile home residents at risk of losing their homes to out-of-state corporate investors that piled predatory fees onto what should have been affordable housing payments,” said Rich Dubois, executive director of the National Consumer Law Center. “Her victory on behalf of the residents of these Illinois mobile home parks has provided a playbook for litigators across the country. Erin provides inspiration to everyone, showing how one dedicated advocate can make a profound difference in people’s lives.”
