    Penetration Rates for Lifeline Services by State

Projects

Developed a booklet and training manual, "Telephone Service: What You Need to Know - A Guide to Telephone Services in the State of Washington" (2002) , to be used in conjunction with the Washington Low Income Telecom Project's education and outreach effort to increase enrollment in the state's telephone universal service program and assist low-income consumers with telephone service problems (see Tip Sheet on Signing Up for Phone Service).
